it is a bad idea to change the legislation as they have proposed as the problem is not how long they have been driving for but the lack of proper education on the subject. maybe if they incorporated driver education into high school in the form of a compulsory course for yr 11 and 12 students. the cost of driving lessons is also a contributing factor as with some driver schools can cost up to $1000 for 10 lessons, incorporating this into the public education system would reduce the severity on families and the schools could make sure the students wee capable and wouldn't have so many problems with student drivers.
the current governing body is going about this the wrong way and need to consider education rather than simply making the compulsory time longer, many students rely on driving for their first jobs, to get to school and to take pressure off their parents.
The sooner they are driving the sooner they are paying for registration and taxes.
